fuel costs are based on the newest average pre-NAC for local burn homes
from the 2012-2013 Billing Analysis report. The average pre-NAC for
natural gas was 1,016 therms. The average pre-NAC for electricity was
10,382 kWh. The monthly percentage of fuel consumption assumptions
remain the same as they have been.
